Cherry-pick of dev 1858d9a. Adds docs/clarification/FN-401-blocker.md documenting why the rubric-alignment task cannot be executed at the sase worktree layer (artifacts live in Fusion platform internals, not in this repo).

Docs-only. Zero behavioral or bundle impact; archived for Fusion process record.
