Semih Yesilyurt 6cefd2d560 i18n(web): translate SiteFooter strings ...

Move all hard-coded Turkish footer copy (column titles, links, tagline,
copyright, status) into a footer.* message block in tr/en and resolve
them via t(), so the footer follows the selected locale.
