FN-5870: speed up routes-agents workflow tests

Reduce routes-agents workflow route test overhead while preserving coverage.

- collapse repetitive workflow-step create and update route permutations into helper-driven it.each tables
- reuse shared Express app fixtures across workflow-step, refine, diagnostics, and template describe blocks to avoid repeated setup cost
- update the FN-5048 speed audit with the new routes-agents timing improvement and landed optimization notes
