FN-8637: restrict Quick Add Start to manual-intake workflows
Restrict Quick Add Start eligibility to verified manual intake lanes. - Require the server-derived manualIntake flag instead of hold alone. - Preserve Coding Ideas routing while hiding Start for Coding's merged planning lane. - Cover desktop and mobile eligibility behavior and document the updated rule. - Add a patch changeset for the corrected workflow gating.
