test(FN-1730): add lane precedence and summarize-title scoping regression tests

- Add comprehensive lane precedence tests in routes.test.ts
- Add summarize-title scoping regression tests to verify correct behavior
- Simplify summarize-title scoping tests for better maintainability
- Expand test coverage for route lane matching logic
