chore(FN-3095): finalize smart-prefer-main squash reconciliation

- Attempt squash merge of fusion/fn-3095 onto current main and resolve SettingsModal.css conflict
- Preserve main-authoritative hover fallback value to avoid reintroducing stale branch content
- Confirm no net code changes remained after reconciliation against current main
- Verify repository passes required gates with pnpm test and pnpm build
