FN-8363: add outer dispatch dependency gate coverage

Add regression coverage for dependency gating before executor dispatch.

- Verify unmet live dependencies requeue before graph, authoritative, and legacy dispatch paths
- Cover satisfied, missing, soft-deleted, shadow-marker, and pre-held-slot dependency cases
