FN-8287: unify task-detail action button sizing

Standardize task-detail inline action controls across themes.

- Apply shared tokenized square sizing, borders, and radii to all inline metadata actions.
- Add a regression test for the common sizing rule and document the control cluster.
- Add a patch changeset for consistent task-detail action buttons.
