test(FN-3627): finalize merge with main-authoritative storage test removal

- Attempt squash merge of fusion/fn-3627 into main
- Resolve modify/delete conflict by preserving main deletion of storage.test.ts per smart-prefer-main policy
- Verify workspace quality gates with pnpm test and pnpm build
- Record no-op integration because branch-only change reintroduced deleted content
