FN-5798: update README with chat rooms and CLI docs

Browse Source 
Refresh README highlights to cover newly surfaced collaboration and documentation entry points.

- Add a Multi-agent Chat Rooms feature row in the key capabilities table, including experimental enablement path and docs link
- Add CLI Reference to the documentation links table
- Add Chat Rooms (Experimental) to the feature bullets with behavior summary and activation guidance
