FN-9023: restore non-English catalog key parity

Restore localized settings and task recommendation copy across secondary catalogs. - Add missing GitHub auto-merge and terminal-wedge notification translations. - Complete Portuguese recommendation and merge-setting translations. - Remove the stale Portuguese ephemeral-worker setting key.
