Reorganize dashboard header buttons on mobile for better UX
- Usage button now appears inline next to search on mobile (moved from overflow menu)
- Terminal button moved to overflow menu on mobile (was previously inline)
- Desktop layout unchanged: usage remains after search, terminal remains before pause controls
