Add a dashboard CSS hygiene scan and align accent text colors with the CTA text token.

- add a dashboard CSS hygiene regression scan for recent component styles
- assert tokenized focus styles, mobile breakpoints, and no raw hex or rgba colors in scanned CSS
- replace hardcoded white text with var(--cta-text) in background task, pull request, task card, and task field accent surfaces
