Adds a review-before-apply flow to the Experimental Agent Onboarding Modal with an explicit draft review gate, updating the modal component and its co-located CSS, plus test coverage. Also corrects the focus ring token used in the ChatView session delete action. Fusion-Task-Id: FN-3465
