gsxdsm 300c31e335 FN-6864: enable touch panning for task detail tabs ...

Restores horizontal swiping for overflowing task detail tabs on touch viewports.

- Allow the detail tab strip to opt into horizontal touch panning despite the mobile pan-y default.
- Extend the CSS contract test to require the task detail tabs to remain touch-pannable.
