Add interactive GitHub issue import to CLI, dashboard, and pi extension. The existing `kb task import` command gains an `--interactive` (`-i`) flag for selective import. Dashboard adds Import button with issue browser. Extension adds `kb_task_import_github_issue` tool for single-issue import and `kb_task_browse_github_issues` for browsing issues before import.
