gsxdsm 24246fba2b FN-6772: add experimental left sidebar navigation ...

Add a flag-gated desktop/tablet sidebar navigation surface while preserving mobile navigation behavior.

- Add LeftSidebarNav with project selection, primary and overflow destinations, badges, collapsed state, and resize persistence.
- Wire the experimental flag through App and Header so the sidebar owns non-mobile navigation when enabled.
- Style the sidebar shell, resize handle, collapsed rail, and project selector adaptations.
- Document the experiment and cover sidebar/mobile navigation regressions with tests.
