`bulkCompletionRefusalAt` (FN-8141).
- **i18n** (prior commit): es/fr/ko/zh-CN/zh-TW triage-duplicate keys.
- **Inventory**: 21 dashboard files → `test-quarantine.json` +
`vitest.config.ts` lockstep (VAL-REMOVAL SQLite / load flakes /
build-only dist assert).
