gsxdsm ee72c942f1 FN-6715: move Overview funnel below charts

Move the Command Center Overview funnel to the bottom while expanding chart palette coverage.

- Render the SDLC throughput funnel after loading, error, empty, and populated Overview content.
- Broaden hand-rolled chart primitive colors across existing semantic theme tokens.
- Add regression coverage for Overview ordering, palette cycling, and safe chart geometry.
- Document the Overview funnel placement and add a patch changeset.
