gsxdsm b4541a97f3 FN-6391: restore routes settings test coverage ...

Restore the rescued dashboard routes settings test to the active suite.

- Remove routes-settings from the dashboard Vitest quarantine excludes.
- Delete its quarantine ledger entry now that the test is no longer quarantined.
