Cherry-pick of dev 51607a3. Adds MANIFEST-FN-403.md — expanded FN-368 parts panel selector manifest covering all 4 SchemaViewer mount routes (vehicles_/categories, catalog/categories, catalog/emex/groups, catalog/pcat/groups) with mobile hit-target flags. Overlaps with FN-400 MANIFEST.md but provides per-route depth. Docs-only. Minor drift: OEM copy button reference (parts-panel.tsx:198) has shifted lines on current main.
