Semih Yesilyurt 7a322c5574 fix(service-test): handle emex notFound/error as failures ...

decodeVinOrCandidates returns { type: "notFound" } or { type: "error" }
instead of null, so data !== null was incorrectly marking these as
success. Now explicitly checks emex result type.
